Chandler County Islands: Acre Lots, Horse Property and No HOA

A county island is a pocket of unincorporated Maricopa County with the city built up around it. Chandler has two that matter if you are shopping for an acre lot with horse privileges: Caballos Ranchitos and Trails End Estates. Both sit on the west edge of Chandler against the South Tempe line, both are horse property, and neither has an HOA.

They look like Chandler and mail like Chandler. On paper they are not Chandler, and that changes a few things worth knowing before you buy.

I’m Ben Graham, REALTOR. I’ve been a REALTOR since 2011, with 500+ transactions, and these two pockets are where I send buyers who want real land, real animals, and nobody telling them what color to paint the gate.

See what is for sale right now: Chandler county island homes for sale. Homes over a million, single-family only, updated as listings come and go.

The two neighborhoods

  • Caballos Ranchitos: Just east of the Loop 101 between Warner and Elliot. Lots from an acre to about two and a half. Custom homes from 1972 through 2017, almost all single level, about half with a pool and about one in three with a basement. Horse privileges apply to the whole neighborhood. Tree-lined streets, detached garages, horse setups out back.

  • Trails End Estates: The southwest corner of Dobson and Elliot. Lots right around an acre, many of them flood irrigated. Single-level homes from 1969 to 1988, some with real mid-century design behind them. Guest houses and casitas show up often enough to ask about. Small, quiet, and rarely on the market.

What “county island” actually changes

Zoning and permits go through Maricopa County, not the City of Chandler. In practice that is why the horses, the trailers, the shops and the outbuildings are here. County rural zoning is more permissive about what you keep on your land than city zoning is. It also means a remodel or a casita is permitted through the county.

Septic is the norm. Nearly every home in both neighborhoods is on a septic system rather than city sewer. That is normal for acre lots and nothing to fear, but it is a real inspection item. We have it pumped and inspected before close, every time.

Ask about the water. Some homes are on city water, some have irrigation rights, and the setup varies by parcel. Flood irrigation is the reason Trails End has the trees it has. Confirm what comes with the specific property.

No HOA. No design review, and also no shared reserve. That cuts both ways and you should know which side you are on. The character of the street comes from the owners, not a rulebook.

Horse privileges: recorded, not assumed

Both neighborhoods are horse property, and the setup still varies house to house. Check the recorded use, the irrigation, the fencing and what the neighbors actually run before you fall for a barn. The long version is on my horse property and acreage page, and the trade-offs of life without an HOA are on the no-HOA custom estates page.

Older homes on big land: what you are really buying

Most of these homes were built in the seventies and eighties. The land is the asset. The house on top of it ranges from untouched original to fully rebuilt, and the listing photos will not tell you which. Here is how I sort them:

  • I walk the whole property, not just the house. Fencing, irrigation, outbuildings and the septic location all matter.

  • I separate cosmetic updates from the big systems, so you know what you are actually buying.

  • I tell you plainly when a home priced as “turnkey” is not.

The full process is on my how I help buyers page.

Questions I get about the county islands

Is my address Chandler? Yes. Mail, maps and the MLS all say Chandler. The tax bill and the permit office say Maricopa County.

Can I keep horses? Yes, in both neighborhoods. Confirm the recorded use and the lot setup for the specific parcel.

Is there an HOA? No. Neither neighborhood has one.

What are the schools? Both feed Dobson High in Mesa Public Schools. Caballos Ranchitos runs Pomeroy Elementary and Summit Academy. Trails End runs Pomeroy Elementary and Hendrix Junior High. Always confirm for the specific address.

How do these compare to South Tempe horse property? Buyers here shop Calle de Caballos and Raintree alongside them. The county islands usually win on lot size and lose on home age. The Galveston Corridor, a few minutes south, is the other big-lot pocket: Galveston Corridor homes.
